Town Administrator
The Town of Bolton, Massachusetts, invites committed and qualified candidates to apply for the position of Town Administrator. Bolton is primarily an agricultural and residential community of approximately 5,000 located 45 miles west of Boston and 22 miles east of Worcester along I-495. The Town is governed by an open Town Meeting and a three-member Board of Selectmen. Position responsibilities include general administration; coordination of short- and long-range planning efforts; contract negotiations; management of human resources; facilitation of commercial development; budget management; participation in the formulation and implementation of policies, objectives and programs; and effective two-way communication with all levels of local government as well as with citizens of the town. A bachelor’s
degree in a relevant field is required along with municipal experience in a position of responsibility. A Masters degree is highly desirable. The successful candidate will have broad knowledge of municipal government, state regulations, technology and planning as well as the ability to lead a team and to work independently. Candidates must also possess strong communication, problem solving, political and decision-making skills. Salary range is dependent upon experience and qualifications. Town Administrator
Job Description
Position Purpose:
Performs professional, administrative and supervisory work managing the overall activities of town departments under the jurisdiction of the Board of Selectmen and in accordance with federal, state, local laws and regulations; serves as Chief Administrative Officer of the municipal government and is responsible to the Board of Selectmen for the administration of all town affairs placed in his/her charge by the Board of Selectmen; provides executive leadership for the town in areas of policy formulation, fiscal affairs, labor relations, and organizational development. Performs all other related work as required.
Supervision:
Supervision Scope: Performs highly responsible work of a complex nature, requiring the exercise of considerable independent judgment. Provides professional advice to a variety of officials, departments, boards and committees concerning the development, implementation and administration of the policies, goals, regulations, and statutory requirements related to the administration and operation of the town. Analyzes difficult administrative problems and recommends solutions, managing diverse projects, recommending long and short range goals, motivating and coaching managers, and coordinating the activities of many independent boards, commissions, and departments. Determines strategic and tactical decisions at the highest organizational levels of authority and
responsibility.
Supervision Received: Works under the direction of the Board of Selectmen, with considerable latitude for independent judgment and initiative. Works according to established professional, department and town policies and procedures, standards, special directives, instructions and intent.
Supervision Given: Supervises and directs the administration of town departments and offices for whose function he/she is responsible. Incumbent is responsible for the day-to-day management of the entire workforce under the control of the Board of Selectmen and as otherwise authorized by the Board of Selectmen. Hires staff, provides daily direction, prepares employee performance evaluations, and counsels and disciplines staff consistent with town policies.
Direct supervisory responsibility includes, but is not limited to the: Town Treasurer, Town Accountant, Chief of Police, Principal Assessor, Town Planner, Conservation Administrator, Council on Aging Director, Town Secretary, Health and Permitting Assistant, and the Director of Public Works.
Job Environment
Work is generally performed under typical office conditions. Required to work outside of normal business hours and attend frequent evening meetings. Also, may be contacted at home at any time to respond to important situations and emergencies. Incumbent is required to attend numerous meetings with various town boards and committees and is expected to attend social and civic events to represent the town.
Operates a computer, printer, facsimile machine, copier, calculator, telephone, other standard office equipment, and an automobile.
Makes frequent contact with the general public, all town departments/ boards /committees, local / state/ federal government organizations, local businesses, local civic and social organizations. Contacts require a high degree of persuasiveness, resourcefulness, discretion, and negotiating skills to influence the decisions and behavior of other parties.
Has access to a wide variety of highly sensitive town-wide confidential information such as personnel records, bid proposals, negotiating positions, and personal information about citizens, requiring the application of a sophisticated level of judgment, discretion and professional protocols.
Errors in judgment could have continuing adverse effect on the town’s ability to deliver services, result in loss of municipal revenues, have far-reaching legal and financial ramifications, and cause significant adverse public relations.
Essential Functions:

Acts as the town’s Chief Administrative Officer, directly responsible to the Board of Selectmen for the administration of all town affairs placed in his/her charge by the Board of Selectmen. Assists the Board of Selectmen with the formulation of policy and execution of its directives. Manages and supervises departments and offices of the town to achieve goals within available resources. Plans and organizes workloads and staff assignments. Trains, motivates and evaluates assigned staff.
Supervises department heads appointed by the Board of Selectmen; provides assistance in program planning, grantsmanship, personnel management, and budget development; makes recommendations to the Board of Selectmen in conjunction with department heads regarding departmental operations.
Establishes and maintains appropriate administrative procedures for the conduct of all affairs under the Board of Selectmen’s jurisdiction, and when appropriate, facilitates the coordination of all town activities.
Administers activities pertaining to public relations/communications, budget and capital planning, legal affairs, insurance, grants, regulatory information, human resources, procurement, Town Meeting warrants, motions and other pertinent issues as needed.
Ensures that town business matters are coordinated effectively across applicable boards, committees and departments. Facilitates regular staff meetings with representatives from various departments, boards and committees to guide effective and efficient operations of town government.
Under the direction of the Board of Selectmen, responsible for all collective bargaining units within the town, except those under the jurisdiction of the School Committee.
Coordinates activities in the area of town growth management and proactively develops strategy and tactics required to ensure prudent growth, involvingshort and long range planning, for the Town.
Works with department heads under the jurisdiction of the Board of Selectmen on the development of departmental budgets, grantsmanship and program planning.
Leverages available resources in matters dealing with personnel issues and other areas, insuring compliance with federal, state and municipal statutes, regulations, and guidelines.
Develops and administers processes required to resolve complaints, concerns, and issues from the public and from within the town. Initial point of contact for the Board of Selectmen, by telephone or other correspondence. Promptly forwards any item requiring the board’s attention.
Oversees and ensures that infrastructure requirements (i.e. computer information systems, databases, records) are managed effectively. Drafts budget requirements/purchases plans for necessary technical replacements and/or upgrades that are compliant to applicable standards and needs.
Oversees operational activities relating to town offices.
Regularly attends Board of Selectmen meetings, Advisory Committee meetings, town meetings, and other committee and commission meetings as needed.
Performs similar or related work as required.
Recommended Minimum Qualifications:
Education, Training and Experience:
Master’s degree in public administration or closely related field; five years of experience as a municipal administrator; experience with demonstrated track record in conflict management and resolution; experience with town meeting process; or any equivalent combination of education, training and experience.
Special Requirements:
A Massachusetts Class D Motor Vehicle Operator’s License is required.
Knowledge, Ability and Skill:
Knowledge: Good working knowledge of the functions of municipal government. Working knowledge of the interaction between local, state, and federal government. Thorough knowledge of Massachusetts General Laws as they apply to municipal operations. Working knowledge of public administration, practices, and general office procedures. Sufficient knowledge of emerging technologies and to recognize its value to the Town.
Ability: Ability to establish and maintain effective working relationships will all town employees, board/committee members, officials and the general public. Ability to prioritize multiple tasks and deal effectively with interruptions. Ability to speak and write effectively.
Skill: Demonstrated skills in working cooperatively with other departments, agencies, citizen groups and individuals in promoting the best delivery of services to the community. Must be able to demonstrate good managerial, organizational, communication, political and decision-making skills.

Operates automobile to perform in-town and out-of-town travel to transact town business; travel to night meetings are common place in order to confer with the Board of Selectmen and other town bodies.
